They can step in at any time and exert as much control as they want, yes. Think of it like a director-studio relationship, if that helps. A studio can give a director complete creative freedom or very little or they could do the former and then step in and take over in a final hour panic (like the WB pretty much did with "Suicide Squad").
Fiege, however, has said that Sony has been very accommodating to what Marvel wanted up until that point, and there's nothing to indicate that this has changed. -

That would depend entirely on if, and how much, Sony sticks their nose into the creative process. Hopefully they will play it smart, just let Marvel do everything, sit back and collect the box office $$$$$$.
The situation for Spidey is less than ideal right now though. Although Marvel is trying to work with a clean slate, many villains have already been used, and the recent reboot failure surely has implications toward the making of this movie. Many customers say they have seen enough Spider-Man already, so it is a bit of an uphill battle. I'm sure that's why they feel Iron Man is needed for a boost.
All that said, I think next summer we will see the first $1 billion Spider-Man.

Because Marvel basically made the movie themselves with Sony just distributing it. Besides, people with good track records screw up sometimes too. Regardless of what the critics say, Marvel have already made some beep films IMO such as Thor The Dark World, Iron Man 2 and Iron Man 3.
