CW is wasting money on this show.

Pretty much. The higher ups weren't happy with season 1 numbers and season 2 is doing just as much. This was boasted as having a very expensive budget when it first came out. Ironically though the plot is constantly hampered due to budget restrictions. Eg. Jax and Stein are usually separated during missions and Ray constantly loses his suit.

It's not a hail mary - it's the best open slot for the series. You go from Strength to Strength.
It's been steady in the ratings for season 2.
All shows have high budgets - Doesn't matter if it's LEGENDS or EMPIRE.
The show falls right in the middle of the viewership and ratings for CW - not fantastic, but not bad either. Keep in mind this is the network that keeps on CRAZY EX GIRLFRIEND with less than a million viewers!
I expect LEGENDS will do well after FLASH and RIVERDALE (also an expensive show due to cast size) will do well on Thursdays. -

If you do a simple search on Google you'll know that the first season of legends was so expensive they didn't expect to have a second season. You will also find articles of the higher ups being unhappy with the numbers.

Riverdale is cheaper for a teen soap filmed in Canada. They can afford having a large cast. Legends needs to kill Ray and Firestorm to make it considerably cheap. As its numbers would've been accepted if it had Arrow budget.

The effects for Legends take that to a whole new level. It's nowhere near Flash's number hence the move to Tuesday to try and expose it to that audience. CW's last attempt to salvage its bleeding audience. It's the lowest rated of the 4 DC shows.

If 'Constantine' ever returns to TV I see it on a Netflix or Amazon Prime. The first season, unfortunately, did not do to well on broadcast TV! I also can see the actor making future appearances on LoT but that's about it.
