as the main antagonist for season 4?
The general sentiment around here is people are tired of more speedsters as the main villains for a season.
I tend to agree. If there is a particular villain you would like to see, or a new one altogether, as the main bad guy for season 4 talk about it here.

zoom, reverse flash and savitar teaming up. with the express goal of KILLING Barry Allen.
no playing around with disguises. no holding back. just all out war between 6 speedsters total. Barry taking on Savitar in the "light speed" speedster class. Jessie taking on Zoom since he is basically the reason earth 2 became hell. Wally fighting reverse flash for the right to be "the man in yellow".
a full season of "RF kills Vibe, Jessie travels back and saves Vibe" or "Savitar kills Killer Frost and Wally goes back to save her" or "they punch eachother so hard and fast that they jump universes" every episode.
last four episodes is an all out battle 3 vs 3 without any side plots.
Last episode ends with all universe folding in on eachother, "killing" the baddies and creating one universe with one earth on which ALL (present and future) DC TV heroes exist.

I've seen quite a few suggest both Abra Kadabra and Grodd as S4 big bads, I'd be ok with either as long as it's done right. Just please no speedsters as the primary villain.
I want to see the fully formed Rogues. They couldn't do it before because they wrote themselves into a corner by turning Snart into a good guy. Start with the newly resurrected Captain Cold and his sister Golden Glider, they can break out Trickster/Weather Wizard (since they've teamed before) and build from there. It could be fantastic.
The villain i most want the show to expand on is Liam McIntyre's Weather Wizard. Perfectly cast and all of his episodes/appearences have been standouts. I recall when he was promoting his S2 appearence that he implied that he costs a lot to book for the show so maybe they just can't really use him often.

Oh yes please. Snart Snart and Snart!!! Love him and his sister. Maybe Golden Glider will turn Cisco bad for a while.

If they could afford it and could write it well, I'd be all for Grodd. He's not my favorite Flash villain as I find his power set a little all or nothing (either useless against Flash or capable of an automatic win) but still I like him as an OVERALL villain in the comics, and I loved all the Grodd episodes on this show. Seems like he's not an option for a full season though, even if he were to work through intermediaries most of the time.
I would consider being open-minded to a full-blown storyline involving the Rogues as a well-oiled machine, operating in sync to keep Barry on his toes. I just worry that since the guys are essentially just blue collar criminals who use powers/tech to steal stuff for money, it'd be hard to maintain any sense of grandeur. The city/world/multiverse doesn't need to be in danger, but there should still be something more than "man I can't let these guys hit up ALL THE BANKS IN CENTRAL CITY".

maybe have a few "half episode" plots for the different rogues going solo against flash and team and losing bad. then have a two parter where Snart gathers all of them and unites them with the plan to actively attack flash himself and get rid of him in order to make crime "worth it" again. rest of the season is all rogues working as a big team, keeping barry busy to exhaustion. he captures some, they get rescued. he tries to get to snart, gets sidetracked by trickster boobytrapping some toys again and snart gets away. Barry tries to take trickster in, but gets an alert that mirror master is taking hostages in the new shiny(many many mirrors) HQ of Palmer Tech in Central City just then.
and so on. end of season would then be "full team flash" (including jessie) vs the full rogues.

What if they bring General Eiling back who now heads up a secret operation detailed to deal with the meta human menace, start off with Eiling simply taking meta's into custody after Flash places them in prison, maybe not Eiling himself but what will be his No.2, build this to the mid season finale when Eiling's team faces off with Team Flash where Eiling delivers a warning to the team that for now he cant touch them, but things can change and one day the powers that be may not look too favourably on them at which point he'll come for all of them.
The later half can show the two sides clashing more, with Eiling becoming more desperate and aggressive in his agenda to paint the team as dangerous, ending up with Eiling trying to frame Barry for some disaster then when it fails Eiling using the knowledge they have gained by experimenting on the meta's gives himself powers or steals his unit's top weapon in an all out assault against Barry.
Or mayber don't have a central big bad but use say 3-5 strong villain characters and give them their own arcs where then the most dangerous/biggest name one you use for the finale.

If they could pull him off as a main antagonist for an entire season, Gorilla Grodd would be cool.
Though I'm partial to Captain Cold. Having him organize the Rogues as a crime syndicate would be kinda awesome. They'd probably have to nix Heat Wave. Maybe bring back the Axel Walker version of the Trickster and bring in Abra Kadabra as members of the Rogues.

I'd lean toward Grodd or Blacksmith.
