Just going on Kara's line about how Superman had worked with a vigilante with, "a mask and gadgets". I also remember there being something about darkness.
We already know that her Earth has a Gotham plus there was the line about masks being, "a thing in that other city" in the 'Master Jailer' episode last year.

So, you mean Batman does not have personal demons? I thought it was a nod to Nolan's and Snyder's Batmans.

I think it does and while I doubt we will ever see Batman appear in Supergirl or the Arrowverse the showrunners have said the Bat Family are not off the table and I would love to see Batgirl, Batwoman, the Spoiler, Nightwing, Red Robin, Bluebird or Orphan in some episodes.

It's definitely a nod to Batman , and I'm sure CW would jump on the chance of incorporating him if they ever obtained the rights, but they've also made it vague enough to not necessarily be Batman.
The only thing for sure is that the city of Gotham exists.

There was also the line about seeing, "Men of Steel die and Dark Knights fall" on the pilot episode of Legends of Tomorrow.
I took that to mean that the Legends of Flarrowverse is going to have a Batman and Superman at some point. I like to think that a farm boy who's starting to realize that he's "special" in Kansas and a grieving private school student in Gotham are watching and drawing inspiration from The Green Arrow and The Flash's exploits.

They would LIKE to have a Batman and Superman.. that is up to the parent company DC to give the OK to those characters showing up, which is unlikely at best.
"Smallville" season 5 was supposed to reveal a rich kid with a troubled past who would be a recurring character. WB/DC said NO to Batman/Wayne, so the showrunners had to substitute Green Arrow instead.
In fact he only reason Arrow made it to air is because it squeaked out just under the radar before all of the whole "Justice League" thing was pulling together.. had it been 2 years later i seriously doubt we'd have seen a "Flash" series on television. Whereas Marvel says they at least to try and connect their references, even though they still don't let the BIG BOYS play in the other yards.. AOS and the movies.. although Agent Carter did connect much more closer than ANY of the other Marvel series to date.
Whereas DC keeps ALL of their universes seperate.. there's the Gotham universe, the Flarrowverse (incorporating now all of the CW series, originally when it debted on CBS Supergirl was never going to connect at all.. in fact as of this point SG is still on an "alternate Earth" than all of the other shows), and of course the movie universe.

                  Yeah, I remember that.
I do hope they do let them use the characters. Gotham definetely was referenced though, that was cool, so I hope it does indeed happen or is referenced again.

Maybe it was Batwoman and Bats already retired.
Nah but it was definitely a nod to Batman, like the Lobo nod we got last season.

There's another theory that when Rip Hunter mentioned seeing "Dark Knights fall" he was referring to meeting Batman in the past.
Batman in the Legends of Flarrowverse operated some time in the past and he's since become an urban legend; a bit like Batman in Frank Miller's The Dark Knight Returns and Batman vs. Superman.
But, I'm sticking to my theory that Clark Kent and Bruce Wayne on Earth Prime are are children right now.

Apparently, Fox has the television rights to Batman, so they can't have him appear unless Fox relents and lets them, but they said no.

They could do Owlman, but have him be more antihero than villian, that would be awesome and be more appropriate.
