i think Dean Cain will be used for his knowledge about kryptonians. that will be used to alter the original "Metallo" project so Mon-El gets the full range of kryptonian powers.
i kinda doubt Dean Cain wants to get in shape to convincingly portray a Cyborg Superman only for about 3 episodes max.
my guess is that Mon-El in a Superman suit will turn up all stonefaced and non-witty. Kara will be all "Mon-El! THAT wasnt what i meant when i said you should be a hero wait how are you flying?" then he attacks, she tries to defend herself and talk him out of fighting only to lash out in the end, hit him in the face and bam his flesh rips off and we get a T-800 like skull underneath.
then the next episode can have her be all teary about how she started to like him and now he is a Cadmus-Monster and so on. Episode ends with Dean Cain being rescued. and since he was part of project cyborg superman, he of course can work with win to find a way to deprogram Mon-El. 3 Episode arc ends with Mon-Els face being restored, his programming being protected by winn-telligence. He ends up becoming superboy, (faked) kryptonian powers reduced to slightly less than Kara or Kal El due to science beep -

In the trailer for the upcoming episode we can see Hank beating up Kara so my guess is that the real Hank Henshaw survived his fall/was resurrected by Cadmus thus becoming Cyborg Superman.
I don't read the comics but I understand that Henshaw is in fact Cyborg Superman there -
