Joe should've pointed out that Barry being the Flash caused some extra, though unintended stress on his life. And that Barry had years of experience in this.

Which is sorta kinda justified when you remember Wally was street racing last season and they were just getting to know each other, as opposed to Barry who lived with him and worked with him almost all his life.
There's also the fact that Wally got the intelligent idea to jump into oncoming traffic to see if his powers would activate a few episodes ago.
Of course at the same time, with them being father and son, Joe and Wally should have built a better relationship by now.

Not sure I'd call it whining either, though I'd be jealous if other people got powers and I didn't. I'd also like to point out that if/when Wally becomes Kid Flash then he can't go around making those same boneheaded decisions he has previously.

He's a millennial. What do you expect? Zero patience. They have to have it NOW! He's acting cranky like my little sister did until her boobs grew in! His ego will lead to pulling a bone headed move and end up like he did in Flashpoint.

It's not that he whines.
It's that he doesn't do ANYTHING else. He's not contributing to the team in ANY way. All he does is whine about not having superpowers and wanting superpowers. He's not trying to doI don't know, something, anything.
Please, for the love of God CW, give him some personality besides being a whining brat who can't accept others having what he doesn't. Give him a role on the team, make him a likeable character, make him a character, because at the moment, he's just there so they could say: "See, we have Kid Flash on the show as well!". -

That's my other problem: he contributes absolutely nothing, aside from being a pest and probably giving Joe migraines. I really wouldn't have such a problem with him if he actually had a purpose and not just sulking around, harping on why he doesn't have powers. WE GET IT, you're jealous of Barry, I'm not sure if he knows about Cisco. Accept that you don't, and probably won't, ever be a metahuman well except now that he touched that rock-thing Alchemy dropped. Honestly, I don't even think he really wants powers to help people anymore but the misguided vanity and superficial attached to it: he'd be another speedster to live up to Barry. I saw, give him speed and let him run right into a brick wall.
Showrunners made the mistake of bringing him in without actually planning out, developing, and thinking about the character past him just being Joe's son that he didn't know about and, as you've said, to say they at least introduced Kid Flash. Honestly, they didn't even need Kid Flash, i guess aside from Flashpoint. There was absolutely no development so he still comes off as the irritating brat he was when he came on. They just brought him on for one reason, he's lived out that reason so now they don't know wtf to do with him now.
