I thought for sure it would specifically be attached to Doctor Strange, but I guess it'll be Rogue One instead.

Rogue One is when Spider-Man's might come out, they need to really let people know about Spider-Man being in the MCU.
I don't think we get a full GOTG2 trailer that mentions some part of the plot until January or even super bowl. Marvel has reached the point where they don't really need many trailer. They can do 1-3 trailers(most of the same clips like Dr.Strange) and then tv spots. -

If Marvel keeps with their usual average, then I wouldn't expect the next trailer for GotG to drop until sometime in January at the earliest (they generally average about 3 months between the teaser trailer and the first full length trailer).
And what we got was indeed
a teaser trailer
, not just some 'online only' sneak peek (it's being showed in front of a lot of screenings of Doctor Strange + it was officially classified as a trailer by the various official organizations, like the British Board of Film Classification, for example).
Now, why was there all this confusion about the teaser trailer and why did they call it a sneak peek instead? I honestly don't know - I wish the industry would just pick one term and stick with it.
What did James Gunn mean by Coming Soon? Don't know that either. and "soon" can be relative. I mean, January would be considered 'soon' compared to March (for example).
