Assuming it is Lance behind the mask. He could just as easily be under the same influence that Thea was when Merlyn drugged her to kill Sara.

This would make the season worth watching rather than "oh you killed my father so I'll destroy your city." If anything she should go after people Oliver are close to like Thea, Diggle, Felicity and hopefully kill one of them (Felicity please because she's the worst of the 3).
