At first, me and many other people were mislead by trailers into thinking The Joker would be the main villain of the film.
That would make sense for Harley's inclusion- the flashbacks could reveal that she and Joker had a split (maybe by having Joker flee from the crime scene, leaving Harley behind?), so Waller would make her a part of the Squad, because she knows a lot about Joker, and they
could use that knowledge against him

In that scenario, Harley would be torn whether she wants to kill the Joker, or to return to him.
However, Joker was not the main villain, which made Harley's inclusion into the squad more needless and confusing.

Im afraid there really is no good in-universe reason.
Harley Quinn, from what I hear, is actually the second biggest comic book seller that DC has after Batman. Yes I know that's really sad but its true.
So she is in the movie because of popularity and ticket sales.
That's really the only reason.
Have you ever noticed that the people who say "DC is for adults and Marvel is for kids", are kids? -

And yet, when a thread such as this asks a valid question, practically nobody answers.
I'm serious, I want to know if anyone has a good idea of why was Harley included in the squad. -

There's actually been a few threads dedicated to this question and it's very apparent that no one's going to supply a reason as to why the movie's inclusion of her in the Suicide Squad makes any sense whatsoever.
And you're not the only one that this bothered it just didn't make any sense. Personally, I think the biggest problem with these DC movies is that they seem to be trying to pretend they're more serious and the movies should be taken somewhat seriously but then they forget to take themselves seriously! So we're stuck with situations like Harley in this movie where the movie goes through the work of setting things up with supposedly probable scenarios and we're given scenes where actors are asked to say the biggest bunch of nonsense ever with a straight face.
The movie's explanation of why they needed Harley Quinn was literally because Superman might go rogue and they need to assemble a powerful team that could stop him and Harley Quinn is a good candidate because she's a lunatic with no fear. WHAT?
And really, I'm not even personally all that bothered by Harley Quinn in a random collection of supervillains because I can justify it with the fact that they don't care if they die and if Harley Quinn's baseball bat can't save her then good. But the fact that they actually have Waller sell this idea with the premise of needing to stop Superman and we're given a person that weighs 100 lbs and has a baseball bat? Just stop it already, ya know? -

And even more crazy, Harley was supposed to be in the same team as the incredibly powerful Enchantress (before she went rogue).
If you have such a powerful creature in your Squad, having Harley Quinn too is a non-factor. -

None of it really makes sense. You'll notice Enchantress stops destroying the planet to have a fist fight with the SS at the end. She isnt depowered or anything she just does it because otherwise the SS doesn't really have any way to interact with her. Without knowing what happened in the original cut we'll never know, but we do know they picked the line-up before they even had a script so it's all kind of moot and the answer to any question regarding this film is "The Exec's decided".

Indeed, having Enchantress enter into a punchout with the squad made no sense, considering what we know she can do.
And you are definitely right - they have included Harley in the film even before they had a script. -

I understand your argument, but I also think you're overthinking it. After all, none of the other members were actually SUPER powered, except for Enchantress and Diablo.
Boomerang just throws boomerangs. Deadshot just shoots. Slipknot was just another shooter. Rick Flag was just a guy. Even Crock is just a guy with weird skin.
So if we go by your argument there shouldn't even be a team at all! -

I think Harley Quinn seemed particularly egregious. Deadshot not JUST being a random guy that shoots and being a guy that "never misses" definitely suggests he's extraordinary as opposed to ordinary. Captain Boomerang isn't shown by the movie to really amount to anything either - that's very true (and the reasoning that he survived an encounter with a metahuman that wasn't trying to kill him is kinda silly) but at least the movie tells us he robbed every bank in Australia twice or whatever and hints he's some kinda extraordinary when he's being sold as a person to be on the team. Slipknot is barely in the movie so no one cares. Killer Croc looks like the Incredible Hulk and that alone is kinda easy to want to give him a pass! Rick Flag is SUPPOSED to be an average joe in the movie but he gets to hold the executioner's box and is a "good soldier" that will obey orders, so it's very easy to see why he's going to be there to keep the others in line.
It's just Harley Quinn seems LUDICROUSLY out of place since the offering of logic for her is "crazier than the joker." I mean that's about the very worst "qualification" someone could have for being a member of a team, isn't it? -

I agree with everythingangels - none of the other members is ordinary, except for Harley Quinn.
Deadshot can't miss.
Slipknot can climb any Building.
Crock is able to breathe underwater (and seems to be super-strong).
Katana has a soul-sucking sword.
Flag is sait to be (in the trailer) a ''tactical expert''.
Boomerang at least has a homing boomerang, which he can use for spying (maybe he has some other ''special'' boomerangs).
Diablo and Enchantress, as you said, are superpowered.
But Harley?
She has noting that other members don't have. Literally nothing. -

Maybe she already received her enhanced powers from Poison Ivy. Ivy has given her enhanced strength and an immunity to toxins in the comics.
The more likely reason is that Waller's secondary mission is to get some of these villains killed in action so they are no longer a threat. Her thought process could have been if Enchantress kills Harley then no more Harley and as a plus Joker may focus his attention on killing Enchantress as revenge. -

She's also a gifted acrobat, Belle reve main guard said she had sent 5 of his men to the hospital, so even without a bat or a gun she is a good fighter. Also a psychiatrist, which she used to tell the witch what she expected of her so she could get close and remove her heart. Besides her report already said that she was a wild card.
Other people that were in the team are a man that can climb and a man that can throw boomerangs. Also Flag is a very gifted soldier, but just a soldier. This is not Harley Quinn as a member of the Justice League.
Also, in the animated film when she woke up she said "not this again" which means that it wasn't her first mission with the suicide squad, and Deadshot asks if is sensible to get her that close to the Joker. So the question wasn't if she should be a member of the team, but if she should go to that particular mission being the Joker there. -

It was for the ticket sales.
