Maybe she already received her enhanced powers from Poison Ivy. Ivy has given her enhanced strength and an immunity to toxins in the comics.
The more likely reason is that Waller's secondary mission is to get some of these villains killed in action so they are no longer a threat. Her thought process could have been if Enchantress kills Harley then no more Harley and as a plus Joker may focus his attention on killing Enchantress as revenge. -

She's also a gifted acrobat, Belle reve main guard said she had sent 5 of his men to the hospital, so even without a bat or a gun she is a good fighter. Also a psychiatrist, which she used to tell the witch what she expected of her so she could get close and remove her heart. Besides her report already said that she was a wild card.
Other people that were in the team are a man that can climb and a man that can throw boomerangs. Also Flag is a very gifted soldier, but just a soldier. This is not Harley Quinn as a member of the Justice League.
Also, in the animated film when she woke up she said "not this again" which means that it wasn't her first mission with the suicide squad, and Deadshot asks if is sensible to get her that close to the Joker. So the question wasn't if she should be a member of the team, but if she should go to that particular mission being the Joker there. -

Margot Robbie sells tickets to teen guys, Haley sells tickets to teen girls.
It was for the ticket sales.

Sorry, but why is she a "whore"? She has no interest in any other man that her current boyfriend during the whole movie. Even when she is dancing in the club scene she's looking at Joker, so she is doing it for Joker's reaction and nobody else's.

She is a whore. She's dancing with an another woman in an strip club, licking cell bars, seducing Monster T, and saying things like "I'm bored. Play with me!", "I sleep where I want, when I want, with who I want." And shows her ass, in every occasion. If these things doesn't make an whore of her, than you don't know, what this means.

She's not dancing with another woman, it's a man. And it's not a strip club, is just a club, and he's a gogo, unless you think Gotham's crime lords hold their meetings in gay clubs, in which case, she wouldn't have that much public. The Joker is in a bussiness meeting, and this is her way to push him for ignoring her. While she dances, she is looking at him all the time, and the poor gogo doesn't even dare to touch her.
And she got what she wanted, the meeting ended and Joker's focus was back at her. When the Joker called her, they both already knew he was going to kill Mister T, and they were just deciding how painless his death would be (it's clear in the novelization because we can read Joker's thoughts). That scene is full with words like "belong" or "your's". It's all about Harley being Joker's property. This is what is says in the novelization:
Puddin, its not my fault I make myself look so good for you other guys can only wish an stare cause theyre so jealous. I mean, you should think of it as them honoring your great taste in babesand I am your babe, arent I, honey?
So, she displays her sexuality for her boyfriend, and if other people lust over her, for her, it just adds status to him, because he has something nobody else can have.
Harley uses her sexuality (and her mental state) as weapons, to manipulate people. She's after all, still a psychiatrist. It doesn't mean she has any intention of having sex with anyone but her boyfriend. She was of course trying to lure the guard into her cell, but not to have sex, to hurt him, and he knew it very well. The scene in the novelization says this:
Armed sentinels stood outside her cage, outfitted to the teeth, waiting for her to make a wrong move. Any wrong move. The last time she had, she took out four of their squad before she was brought down by a triple dose of sedatives. These guards were not going to make the same mistake.
They were armed and as brutally Neanderthal as supermax guards could be. They were also afraid of her. She might look like a pretty little snip of a girl, but she could kill a man twice her size before he could even grab his weapon.
I agree that we can see her ass a lot, but in such minimal outfit, she still managed to put 3 references to her boyfriend. A necklace that says "puddin'", a shirt with "daddy's little monster" and just in case it wasn't clear enough a jacket that said "property of the Joker". Given that she already knew he had located her and was coming to her rescue, she dressed for him. In the club scene she also had a necklace that said "Joker". So, again, it was all about just one man, if other men look, it just means that the Joker has good taste and she is like a luxury car.
Also in the novelization we have this thought of Harley:
. In a single, elegant dance, she whirled and stabbed the closest guard. She recognized him.
Milo, she thought. Perfect. I didnt like the way he leered at me. Only Mr. J gets to do that. He gurgled, clutched his throat, and dropped to the ground while she giggled.
So, she may be a sexual woman, but she's only going to have sex with one man. Of course if she wanted to have sex with as many men as she wanted it would be her business because it's her body, but there's no reason to believe that she is anything else than monogamous.
Now, how healthy is her relationship with the Joker, and all that property connotations is another debate. -

Another lacking factor from the SS writers. Even know that we know she's a "gifted acrobat", where did it happen that walking a tightrope will save the earth from the Enchantress' evil? Also the "more fearless & crazier than the Joker" proved to be a lie right after it was said; Harleen was scared AF when the Joker ran the car into the river. So, Harleen brings nothing to the table. Absolutely nothing, Waller should have known that bringing that woman in would also mean letting the Joker disrupt her plans.
