Literally every other Nolan Batman film action set-piece and character has been "homaged" by "Arrow" over the years EXCEPT for Two-Face, I believe.

Actually the opposite. Adrian Chase is one of the heroes who went by the "Vigilante" moniker in the comics, so it's more likely he will join up with Oliver and crew.

Apparently it's getting more comic book accurate, seeing as in the Nov. 16 episode (titled "Vigilante" by the way) he's listed as "Adrian Chase/Vigilante" for the episode. So it looks like they're taking Chase down that route instead.
I thought I was wrong once. It turned out I was mistaken -

I doubt it. The creators have already said Prometheus is somebody important from Oliver's past and I think Adrian Chase will either join the team or he will be killed off by Prometheus towards the end of the season.

considering how they usually run, it will be someone linked to the russian flashbacks we just so happen to be in the middle of. despite the astronomical odds of such a thing, they've tied in every set of flashbacks to his current life somehow

Yeah. You make a good point but it is still early in the season and I don't think Prometheus's identity will be revealed until at least midway through the season or towards the final episode and anybody could show up in the flashbacks over the next few weeks including Dolph Lundgren's character.
