DC/WB are not sure about the whole future of DCEU, so let alone building up to the enemy. The truth is much more prosaic: they can't handle Darkseid on big screen. They want to indroduce him finally, but they don't have a proper screenwriters to write a decent conflict between him and Justice League. If they made him mindlessly just as a visual toy without any presense and strong personality, the comparisons to Thanos will be inevitable. So basically they are just in a deadlock right now about Darkseid.

i think they want to build up to Darkseid. the two Justice League movies are supposedly separate but i wouldn't be shocked if the villain in the next team up movie is Darkseid. they would need a big threat to make the Justice League team up again.. unless they want to scrap the 2nd solo Superman movie (hopefully they don't) and place Brainiac as the villain for J.L. #2
there is nothing they can do about the similarities between Darkseid & Thanos. they look alike.
IMDB taught me: cynicism is praised. optimism must be stamped out wherever it can be found. -

Like said above, he's Darkseid's ancle. They won't use Darkseid himself in the near future because they don't have a proper screenwriters in DCEU to write a convincing personality for him and the decent conflict between him and Justice League.

Steppenwolf is leader of Apokolip's military forces and has even proven to be stronger than Darkseid himself. If some planet is in need of conquering for whatever reason, then Darkseid is much more likely to send Steppenwolf and his Elites than he is to go himself. I only hope they don't tease his presence too much, if at all. I wouldn't mind it if Darkseid just appeared in the next movie with very little direct buildup at all.

Wow he's more powerful than Darkseid? I never knew that; I was under the impression that Darkseid was the most powerful DC villain. I just thought Darkseid was the end all villain for DC and there was no one higher; which made it strange that they would use him or his crew so early.
So again as someone who does not know comics, why do you think they chose Steppenwolf over someone else like Desaad? Because the former is the world conquerer?- BVS 2. TWS 3. Avengers

As always, it depends on the writers, but yes, there have been instances where Steppenwolf has been more powerful than Darkseid. There are plenty of villains above Darkseid. Not to diminish his villainy in any way, but there are bigger and badder dudes in the DC Universe than Darkseid. In any case, I don't think WB intend on making these DC movies until the end of time. So they really don't need to drag all these big baddies out for years and years beforehand.
Probably. Steppenwolf is a major part of Darkseid's army and is a force to be reckoned with, even Darkseid would think twice before taking direct action against him. Desaad is more of an 'inquisitor' type villain, like a bad version of Hephaestus. Not really a 'boots on the ground' type villain.
