1st off, did the president not end up
going through with the alien act thing?
2nd, she says it's not illegal because aliens arnt peoplewell neither are dogs, wether or not if people care about aliens, doesn't make it legal to hold underground fights. -

The law was signed.
Laws need to be specific about what they're making illegal. In the case of animals, they are defined (under US Code Title 7) to be any bird or mammal other than human. Aliens are neither bird nor mammal. It is completely legal to fight other types of animals (lizards, amphibians, insects, etc.), but they're usually not as exciting.
"Person" is defined to be human. A specific law would need to be written to give sentient aliens an equal footing to humans. Until such laws are passed, aliens would not even have rights.
