how about because he is a grown man with the personality of a 15yr old high school girl?
Also remember mister terrific in the original source material was not 'the comedy relief', he was a serious and formidable character in his own right. The comic book version became a 'hero' because of the tragic loss of his family. this one chose to be one because some 'mean kids' mugged him. -

I haven't actually read any comics with him in it though so i wouldn't know how different he is but what i do know from the comics isthis show has diverged from them too many times already so does the way Curtis is in this really matter?

Green Arrow is part of the Justice League
Team Arrow doesn't exist in them definitely not with that name
No John Diggle
Deathstroke is an enemy of the Bat-Family and the Teen Titans, not Green Arrow
Ra's Al Ghul is one character not a title that gets thrown around, his daughter is Talia and he's an enemy of the Bat-Family not Team Arrow
Laurel Lance was always the Black Canary, never Sara Lance
Damien Dahrk is younger and is not magical or mystical at all
The show has already changed so much from the comics(too much tbh)why not
make Curtis different?
