I don't believe(I could be wrong) that it has ever been shown that she could ever fly. That is why she has the invisible plane.

Apparently she can't.
In the comics being able to fly was not amongst the powers she was originally granted.
It was a later addition.

Couldn't she fly in the cartoons because of her boots or something? I'd be cool with that.
What's missing in movies is same as in society: a good sense of work ethic and living up to ideals.

She can in post-crisis, she was granted the power of Hermes with the ability to fly. But for movies, I think not yet. Just as Superman is seen without his superspeed on the grounds until now (The scene where Supes eats the second kryptonite shell from bats, too slow), which would probably undermine Flash's power. Just as Superman performing interstellar travels would undermine lantern's powers.

If they follow The New 52 what seems very likely here, then she will get the ability to fly from Hermes. Many parts of the movie are inspired by the new 52 but I don't know yet whether they will incorporate personified gods.
