Kenneth Choi who played Morita in "Captain America: The First Avenger" and one episode of "Agents of Shield" is playing what I'm guessing is a descendant of that character and is Peter's principal. It's a small world isn't it.

I'm guessing, and I emphasize GUESSING, that at some point in the movie, Parker gets into trouble (for a fight school or something) and ends up in the principal's office. The principal will then give him some sort of schpeal about "My grandfather was one of Captain America's Howling Commandoes" or something like that.
Really it's the only reason I can see them including him in the movie.

Alfre Woodward was in CIVIL WAR and LUKE CAGE as different unconnected characters in the MCU. It happens.

The Woodard thing was a casting blunder by Marvel TV. This is intentional casting, they even gave the guy the same name he had in both his CA: TFA and AOS appearances.
Woodard was also intentional - It's common TV practice to recast actors in different roles if the first role was a small part and/or if they really liked the actor and want to work with them again or if think they would be perfect for a new part. Shows that are filmed in out of state locations like Vancouver or New Zealand also do it a lot because they have a limited local actor pool to work it and are obligated to hire a certain number of locals and/or hire locals as much as possible because it's cheaper than flying someone in.
I don't know why, but even though it happens all the time, in every other case there seems to be someone who notices for the first time that TV recast someone in a new role and acts like it's a bigger deal than it is.
It's most common in long run TV series and franchises with multiple spin-offs simply because of the length involved in those productions. For that reason you're less likely to see it in movies, but it does happen there as well and, in fact, it's happened within the MCU movies and is likely to reoccur as time goes on.
Laura Haddock, who you may know as Star Lord's mother, made her first MCU appearance as an autograph seeker in "Captain America: The First Avenger." She had one line, "Hi," and it possibly helped her get on the radar of some behind the scenes person who thought she'd be good in this other role they were casting or she just auditioned for GotG on her own and the casting director wasn't about to miss out on casting their top choice because she had appeared in an MCU film previously.
Then you have Nathan Fillion who was the voice actor for a role in GotG and will now appear onscreen in a new role for the sequel. Plus, Faith Logan who is to have two different roles in "Spider-man: Homecoming" and "Doctor Strange" and child actress, Imogen Poynton who was the beet colored daughter of Rhomann Dey and one of Hawkeye's kids in "Avengers: Age of Ultron."
You also have more actors who played duel roles in an MCU movie and TV show such as Tony Curran who was Odin's father in "Thor: The Dark World" and also Finn Cooley in "Daredevil" (the Irish mobster who returned from overseas to get revenge on the Punisher). Then there's Enver Gjokaj who was a cop in "The Avengers" and then given a notable part in "Agent Carter," Matt Gerald who was White Power Dave in the All Hail the King one shot and given a recurring "Daredevil" character known as Melvin Potter, and a bunch of others.

The trivia section is fan submitted so what you have there is someone's interpretation of something they read. Here's the quote that served as the source:
She was cast initially on Robert [Downey, Jr.]s suggestion to play the character of Miriam. It was only after that we found out she was going to be in Luke CageShe absolutely is not the same person.
                Source:
                http://screencrush.com/captain-america-civil-war-alfre-woodard/
That was said by the writers of "Captain America: Civil War," not Marvel Studios (there's zero basis in fact to definitively declare that the studio did not know about this) and it does not mean that there was a snafu. It simply means that those two people did not learn that she was cast in "Luke Cage" until after they had cast her in her movie. And why didn't they learn that she cast in another MCU role until after they cast her? Because she wasn't cast in "Luke Cage" until after she was cast in Civil War.
It's easy to misread what they said. I understand fully if someone took that to mean they did not learn about her
                previous
casting in "Luke Cage" when they cast her. Also adding to the confusion is that the internet seems to have learned about her casting in "Luke Cage" before her casting in Civil War because small bit parts rarely have reason to leak/be announced far in advance, like her more significant role in "Luke Cage" did. As a result, you have articles online that ended up revealing her role in Civil War by writing things like, "Luke Cage actor to appear in upcoming MCU film," simply because of the timing of the release of this information, not because of where she was actually cast first.
Anyway, to determine which interpretation is correct one must take the time to actually look at it contextually and when doing so one will find that she was still working out a deal to star in "Luke Cage" in August of 2015 and the official announcement didn't come out until September:
                http://deadline.com/2015/08/marvel-luke-cage-alfre-woodard-cast-mariah-netflix-1201502959/
Civil War was in the process of wrapping up at that time and Woodard would have been cast many months earlier (the Screencrush article actually correctly notes that, whereas other sources seem to have stopped reading after the quoted portion).
So the writers for Civil War couldn't have possibly learned that they accidentally cast someone who had already been cast in an MCU role since they did their casting first. Further, the people casting for "Luke Cage" would have had to have known that she had previously been cast in Civil War and decided to hire her anyway. To suggest otherwise is to demonstrate ignorance of how the casting process works. When casting someone they have a list of their filmography, including upcoming films that they will be in and it would have been rather difficult to miss "Captain America: Civil War" written right near the top. How far up (or to the side, in this case) the flag pole they ran the decision to cast her is unknown and Marvel Studios may indeed have been in the dark for all we know, but that doesn't make it unintentional. It's only unintentional if the second group of people to cast her did so without any knowledge of her previous casting.
And, again, this is a common practice that is widely accepted throughout the industry. Although some internet people take it to be the worst thing in the world, people in the industry have little to no problem recasting actors they like and the MCU is no exception given the number of times they've done it already.
The same thing happened with the guy who played Sousa in Agent Carter. He had previously been cast as a cop in The Avengers during the Chitauri invasion.
No, that guy was on "Dollhouse" and got cast in both roles because of the connections he formed while working on the show with the Whedons (who are particularly fond of recasting actors that they've worked with in the past and had a good relationship with) and others. Namely, the two mentioned below:
As Deadline has revealed, Tara Butters and Michele Fazekas will be writing/executive producing the project. If you don't know Butters and Fazekas, don't worry, they're not exactly household names.
However, the pair's geek-cred goes pretty deep: most recently they've worked on ABC's much-hyped "Resurrection," which premieres later this year; co-created the cult hit "Reaper"; and perhaps most importantly worked extensively on Joss Whedon's "Dollhouse."
                Source:
                http://www.mtv.com/news/1720670/agent-carter-whedon-writers/
Other "Dollhouse" actors to get jobs in the MCU after Whedon got involved include Amy Acker, Reed Diamond, and Alexis Denisof. Even Cobie Smulders got her role as Maria Hills because of a connection to Whedon, although in her case it wasn't because she had worked with Whedon or the creative people that he worked with previously, but because she knew Alyson Hannigan (Willow in "Buffy") who has remained friendly with Whedon and suggested her friend to him for the role.
                These and others
