That woman has to be working for Butch. I mean, she looks like Kringle and she spouts riddles? Nobody does that. Except Ed.
"I normally don't talk to people but there's just something about you."
    Yeah right.
Butch sent her to drive a wedge in the Piddler-ship.

Pfff, he is nowhere near that smart to run that game on Ed. He made a power play once, didn't go to plan. Tabitha yes I could see it but why?

Almost, but not quite, correct. It should read:
            Pfff,
            Gotham's writers
are nowhere near that smart to run that game on Ed.
This is your brain on drugs with salt and pepper and a little bit of Tabasco.

Fish Mooney tried that when she got Liza to go after Falcone. I do not think Butch is smart like Fish.

                That
woman is probably an Indian Hill experiment.

                  Almost certainly.
They were pretty rough, but they had something.
                  What was it?
I think it was the trousers.

Well, there is also the Cheranova conjecture:

Or it's all in Nygma's mind and she is just an hallucination like his other self was last season.

                        That would make sense.
I'm not ruling out Butch though. He's all sorts I Love Lucy the season, and as he would totally steal Fish's plan. Yeah, it's pretty short term to pull off a stunt like this, but he's the only one with motive to go after Nygma.
Or Kristen had a sister who is out for revenge. That may be the most likely explanation, really. She'd have plenty of time to read up on his MO and plot revenge after he was let loose. Kristen might not have mentioned her as they didn't get along, but sis might still be mad.
