Is it to boost the ratings?
I'm not very knowledgable about Ghost Rider so i'm not sure how popular he is among Marvel fans or if his appearance on the show will lead to more opportunities for either a new film GHOST RIDER or a series on Netflix.
But I've seen on here and a coworker or 2 at my job go overjoyed with excitement with GR's appearance on Agents of Shield now. -

Well a couple of thingsThe more popular Ghost Rider is Johnny Blaze who Nicholas Cage tried to ruin in those two films. There is always a possibility Johnny Blaze could return in a new MCU film in the future or Netflix series.
Also, since they are advertising this season as Agents of SHIELD: Ghost Rider, then yes it is for ratings. I've not checked to see if it has worked yet. They also need to do something different since Hydra has been decommissioned. -

You could say that everything they do is to boost the ratings- that's the purpose of every tv show ever. But Ghost Rides is pretty awesome and well fitted with the rest of the story, so far, so it's all good

I suspect they've been adding magical aspects to build up to and tie in with Doctor Strange
that magic shadow book has Doctor Strange written all over it, though I must admit I'm not that knowledgeable about comic books. I just know it reminds me of the Doctor Strange animated movie I saw a while back.
