The low ratings for season 1 is the only reason I can think as to why season 2 only gets 13 eps and not a full season like flash or arrow, season 1 they struggled to get near 2 million the finale didn't even get near that.

I thought it was because of all the special effects and perhaps the larger cast.

Didn't Season 1 of this consistently beat Arrow's ratings of the same year? The primary thing working against LoT is the cost of its production being higher than any other show on the network.
It's likely a number of things cast costs, special effects, being a critical failure. I'm ok with it though, here's hoping for a tighter written season 2.

doubt it because the effects look shoddy as hell, supergirl costs CW more to make actually
seems legends season 2 ratings are all time low number wise also the 8-49 demo is the lowest yet, arrows is horrid too. supergirl and the flash are on top

Originals is premiering late this season so LOT could have it's thursday spot, so I think the intention was always to have it be a half season this year. I think LOT was brought back in fall instead of spring so they could do that 4 way crossover for November sweeps, I think.

You can't think of another reason ??? The show is CW's most expensive show to make. Hence fewer episodes are made.

CW has several shows with short seasons. They were always intended to have short seasons. It has nothing to do with ratings.
