    Comic Book fans recognize Adrian Chase - the DA as another character- the Vigilante.
    If you were paying attention you noticed that a headshot of the Vigilante appeared in "Recruits." Since it was just a headshot of a person in a ski mask, there's no way to tell who is underneath the mask.
    Writers could be keeping true to the comics and having Adrian as the Vigilante.
    But it's also
    possible
    that another character takes up the mantle or shares the costume. IE it's possible that Felicity's detective boyfriend is the Vigilante. Anyone else find it strange that he showed up at the warehouse, and was rather calm when he met Green Arrow. Is it possible that Felicity told him, maybe sleep talking?
    They did mention that the actor was signed on as Adrian Chase - the new Vigilante DA. A little teaser/possible misdirection from the writers.

      As I recall correctly there was at least one attempt by an indvidual to take the identity of the Vigilante away from Adrian Chase during the comic book's run. Safe to say I was down in the dumps when it was cancelled.
