Are the writers stuck in a rut so instead of new arcs they have to stick with yet another speedster?

Honestly can't tell if troll or not. Revolving around most stories of Flash involve multiple speedsters

Ever notice in Arrow they have quite a few arrow slingers as well? (Merlin, Speedy, Arsenal, and the new guy Ragman to name a few).
Supergirl is taking the same route with Kryptonians as well, or at least people similar to Kara and Kal.

It's a side effect of a show revolving around the FLASH and speedsters, that's just how things are. We have mostly seen a few villain speedsters plus Jay Jesse and a bit of Wally, flash family wise we still got some kids and grandkids to go and the obviously endless string of villain speedsters. I would brace myself for more if I were you. in the same token I understand how it might seem like the only stories they are able to tell have to revolve around a speedster all the time, but that's the writers fault even without speedsters if they aren't great storytellers it still wont work.

If you give a hero a super power you have to have someone challenge him.

Not really stuck, I would say. Rather, they're taking the lazy way out. Instead of writing an actual multi-episodic story arc (like they did in the first season and which is difficult), or even a compelling single-episode arc where a character demonstrates some growth or development because of adversity, the writers use the drama of new character introductions or old character re-introductions as major plot lines. In other words, what used to be a subplot has now become the main plot.
It requires much less effort to write "stories" like thisand it shows. The first season, even with its faults, was leagues ahead of what the writers have done in the second season (and so far in the third season) because there was an honest-to-goodness narrative arc for the entire season. The second season "Zoom arc" was merely a lazy copy-and-paste version of the Thawne's arc. And that showed, too. The show has steadily declined since the debut of its second season and I don't see that stopping any time soon, unfortunately.
