The role seemed to be meant for a vixen type and she just couldn't quite pull it off. She's just u007ftoo old to pull off a sultry villanous and seemed too old in general. Clearly much older than the actor playing her cousin who was supposed to be around the same age.
It was like trying to watch someone's grandmother be sexy and I almost threw up in my mouth a little bit with her awkward bite/kiss she gave Shades at the end. Not to disparage the actress herself. She's a good actress just very wrong for the role IMO.
Search your feelings, you know it to be true.

There wasn't a miscast but a vixen would have definitely worked too!

Luke Cage has a strange problem in that nearly any adaptation works!
So whichever one is chosen while good upsets the those who would made just as good but different choices. -

Its not like they needed a young bombshell like Jessica Lucas but someone in her 40s and still attractive would have made more sense. OP is right about the age gap. The characters of Cornell and Maria are supposed to be pretty close in age (as evidenced by the flashbacks) but the age difference between the actors is a whopping 22 years. Someone like Jada Pinkett Smith or Gina Torres would have made more sense. -

She said she changed his diapers and was there when he was dropped off as a baby. She wasn't supposed to be his age. She was meant to be older and a believable politician. I don't really think sultry vixen when I think politician. She wasn't really sexualized in the show at all until that random and weird Shades kiss.
