Exactly, if they were going to do anything with them they could have at least created a character for the role.

The new director is the original Patriot.

Ah fair enough, I'm only really familiar with the modern black version. Although I read a book recently, where the bad guys brought out this guy who thought he was Steve Rogers, but was actually some dude who was obsessed with himwas that a version of original Patriot? It was only a week or two ago but I don't remember the rest of the story.

Not really sure, I haven't really read comics in a while. They've also altered this version to make him Inhuman. But I believe in the comics he had no powers.

I thought in the comics he was a super solider attempt of some kind.
But yeah, I assume they'll do something this season where he shows off his powers or they'll do a flashback episode or something.

From what I've read he was just an athlete. I know there have been others for botched attempts at super soldiers. There is also one from the 50s or 60s who they turned into a villain. It was a whole thing that started because after they froze Cap during World War II a few years later they started printing new adventures of Captain America and Bucky, and then sometime after that they decided to retcon this whole history to explain why that was possible. Something about wanting to continue Captain America's legacy and injecting a new soldier with super soldier serum. Which they then decided to turn that character into a villain.

AoS has definitely established that he's a powered individual, though I don't think he was stated to be inhuman so he could be a product of human science.

AoS changed him for the show, and he specifically states he's an Inhuman in the second episode. In the comics however, according to Wikipedia at least, he is an athletic human.

Turns out it was William Burnside I was thinking of, he took over as Cap in the 50s for a while. His return was in The Death of Captain America.

I can't see them saying he was Captain America in the 60's or 70's , knowledge of Inhumans is relatively recent, so I suspect Jeff Mace only recently experienced Terrigensis .
Maria Hill makes more sense as director , than some random Inhuman.

I don't need him to actually be Captain America, rather I would prefer that he becomes Patriot. I would like some connection to Cap, maybe have some mention of making him the next captain America. Overall I just want to see him in a costume being a superhero at some point.

Well he is likely not "random" though. Based on the exchange between him and Coulson I would assume he was reputable in some way. Either a military record of some kind or actually a person known in political circles.
Coulson recommended someone with powers that people could trust. The "could trust" part has to include some sort of proof or public record or (if possible) people in power that already know and trust that person. My guess is they looked at all the powered people they were aware of and almost like how political parties choose a candidate they looked over the resumes. This guy is tall dark and handsome, charming, seems intelligent etc. I presume we'll learn more about him and find out he's got a track record of being someone people can trust.
Essentially they want someone that the political people can trust and that they expect the public will trust now that they're public. Someone where they can run fluff news reports about his past serving his country or something.
