        And you are correct that if it didn't have the diviner metal, humans wouldn't be harmed. But, I don't think that's the case here.
        One, he looks like a statue more than a cocoon.
        Two, transformation is very quick. It wouldn't take days or weeks.
        Three, while the food and vitamin some was contaminated, there is every good chance that by now, the government has got that under control.
        Four, there are still terrigen crystals out there. They are not all gone. We saw that at the end of season three when Daisy delivered some to Hyde.

          It looked like the result of the terrigen crystals but whether it is a case of the brother being frozen in the middle of transformation or if he is dead and she's in denial about it, I can't tell.

            That was Senator Rota Nadeer she was indeed at her Brother's place and he is dead by the diviner metal or undergoing a slower than usual metamorphosis. Judging by all the mail laying around it's been a while since it happened and possibly nobody besides she and the mysterious big bad know about his fate.
            Further, I suspect that the mystery man is the one that the "ghosts" are seeking out.

                    It wasn't random. It was clearly there to explain the senator's hate for Inhumans.
                    There are two possible explanations at this point:

                    1. He's not Inhuman, so he's a statue. He may have been exposed to something other than the fish oil (maybe one of the diviner/terrigen hybrid crystals), so the Senator has been hating on the Inhumans since before season 3.
                    2. He's Inhuman, but something went wrong during terrigenesis and he's frozen in the metamorphic state.
                      Either way, the Senator blames Inhumans for what happened to her brother.
                      I miss Giles.

                      rewatching that scene, the mystery terrigen statue looks humanoid but detail is lacking,it's semi lumpen as well. I seem to recall Tripps was more close in resemblance to him than that. If bro yet emerges as an inhuman it may lead the senator to have a change of heart toward the inhumans. Particularly if it means she is one also. Unless he is adopted. The picture next to it looks more African American and Nadeer is an east indian sounding name. It seems narcissistic to have a picture of one's self in a frame unless sis put it there. as a sort of memorial.

                        Let's also not forget that humans who are exposed to Terrigen mist disintegrate at the slightest contact.
                        But I have to agree, considering that all the Inhumans they've introduced so far emerged from their cocoons within seconds of undergoing Terrigenesis, this has to be the slowest process we've seen yet.
                        Knowing that her brother is an Inhuman and she's one too might not do anything to soften her stance. You've heard of people who are members of certain groups who are self-hating? That may just be the case with her. She may be like Graydon Creed, Sabertooth's son, in X-Men; he was the leader of a violent anti-mutant group.
                        It would make for a particularly dramatic scene if she underwent Terrigenesis while delivering a speech and was exposed as being an Inhuman; especially if she had a, well, inhuman appearance like Raina and Andrew when he "hulked out" and became Lash.
