In the comics, he was an explorer who was exposed to a radioactive substance that gave him his shapeshifting abilities. They brought aspects of the Basil Karo version of Clayface to the character in Batman: The Animated Series.
I think you're thinking of the Ethan Bennett version of the character in The Batman animated series.
I'm also pretty sure that Gotham's producers have confirmed that the Bruce Clone is Matt Hagen. -

Yes that was him. I remember he was partners with Detective Ellen Yin and he had known Bruce for a long time and Bruce told him he was Batman. I don't know much about the Matt Hagen version 'cause most of the comic books I have read have had the Basil Karlo version (who I believe is the most well-known Clayface) but I briefly recall reading about Lady Clay and the Mud Pack in some comic books. Did you know Clayface is now good and a member of the Bat Family in Rebirth?

That thought ran through my mind when I first saw the clone Bruce, there is a double episode of Batman The Animated Series where robotic duplicates were made to replace Gotham citizens (Bruce Wayne being one) and I wondered if this was Gotham's version of that.
Also in Final Crisis # 6, there was a clone of Bruce Wayne created by Darkseid, so that was also going through my mind. -

I just hope he becomes dead when his storyline finishes. Having an exact duplicate of Bruce Wayne who happens to be more powerful just diminishes the man who will become Batman.
