    1. James Gordon Jr.
      I really wish that they had incorporated him somehow into the series. It would have been a good idea to show that James Jr. and Comissoner Gordon don't get along and how Barbara is torn between the two.
    2. Blockbuster
      He is one of Nightwing's greatest rivals. A mob boss who runs most of Bludhaven, a suburb or Gotham where Nightwing patrols, there probably could have been a good episode with Blockbuster and Rupert Thorne joining forces. Batman wants Thorne, Nightwing wants Blockbuster and the two of them must work together in spite of thier past.
    3. Black Mask
      Apparently there was going to be a show involving Black Mask but the show was cancelled before it came about.
    4. Henri Ducard
      The man who helped mold Batman is never mentioned during the show.
      and finally
    5. Joe Chill
      The man who created Batman is mentioned a lot but never shown.
      Honorable Mention: Jason Todd
      Even though Tim Drake on the show is supposed to be a composite of both Tim Drake and Jason Todd, I still wish we could have seen him in one way or another.

      James Gordon Jr.? Among the greatest Batman characters? That's a bit of a reach.
      I kinda wished that the show had introduced one or two of Bruce Wayne's other romantic partners. Julie Madison had once been Bruce's fiancee. I'd have liked to see Silver St. Cloud in the series at some point.
      Another unused villain: Deadshot (although he eventually turned up in Justice League/JLU).

          Nope. The idea that the Joker killed Bruce Wayne's parents came from the 1989 movie "Batman" with Michael Keaton as Batman/Bruce Wayne, and Jack Nicholson as The Joker. "Batman Begins," stuck more closely to the continuity of the comics and once again had Joe Chill as the killer of Bruce's parents.

              Bringing in Blockbuster would have been cool, but for a kids show, would have been too violent. Another person i would have loved to see was the knife wielding serial killer, but that falls into the same category as blockbuster.

                I'd loved to have seen jason todd but in a non robion way say tim drake stops him from steeling the batmobiles tyres and later on tries to help him but he is killed by the joker to make a point, now that would have been a great episode

                    Black Mask is Roman Sionis, a childhood friend of Bruce Wayne. As an adult, Sionis turned to crime. It was he who administered a lethal beating to the late Stephanie Brown (aka Spoiler & Robin IV).

                      Just Wikipedia "Joe Chill". You'll find out everything you ever wanted to about Chill, although I consider the brief first paragragh to be the most relevant.

                        As far as I know, the only time that is ever the case is in Tim Burton's
                        Batman
                        and its sequels. For most of the character's history it's been Joe Chill or, earlier, and unnamed thug.
                        The character of Joe Chill is pretty prominently featured in
                        Batman Begins
                        .

                          Blockbuster was used in JLU, Joe Chill was on the Alan Moore adaptation in JLU, the Henri Ducard from Begins
                          never
                          existed in the comics (even the New52 version is different) and The Batman got truly good with S04/05 where Black Mask showed up. He was also in the TAS comics.
                          PS: How does a comment from 2006 go over James Gordon Jr.?
