How did they manage to build an oil rig in a secret part of the swamp only two people know how to get to? Was it inflatable???

I know horror film are famous for it, but what about the complete lack of police procedure. Surely after the first couple of killing he would have called the big guns in, especially after his deputy was killed. the whole place would be full of coppers.
