The white hair and blue eyes are deemed to be part of Storms mutation. Although note that genes are like playing the lottery. Black, asian, mexican or any other race can easily have blue or green eyes. It's extremely rare but if it is in their genes its possible.

Storm's heritage is actually Kenyan (East African) on her mother's side and her father is an American of African descent.
I believe in her white hair is a mutant trait. In the comic books Storm and her mother come from a long line of priestess with white hair and blue eyes.
I also believe the blue eyes are part of her mutation too, but rarely blue eyes are found among people of African descent. There are a few Africans with blue eyes.

Storm's hair is a mutant trait and she has blue eyes in the comic as well.
As far as I'm aware in the comics she's the daughter of a black American and a princess from a Kenyan tribe.
BTW, her blue eyes aren't necessarily a mutant trait, whilst it's not common, it's possible for black people to have blue eyes, for example Brian Belo one of the winners of the UK version of Big Brother

Among the X-Men are a white guy with naturally blue hair and a tail, a white girl with naturally green hair, a Japanese girl with purple hair, a white guy with red and black eyes, a hispanic guy with grey skin,, a white guy with feathers and a beak etc, and people wonder about a black girl with white hair and blue eyes?

Gee, it's interesting how you conveniently missed the part where the OP explicitly said that this wasn't intended as "a race thing" and that they're just curious about Storm's heritage.

I missed nothing, I just think that it was a silly question given the circumstances.

Her features have always been portrayed like this, in both comics and other animated series. Her white hair and blues eyes are unique feature passed down from her mother's bloodline. She is also actually suppose to be portrayed with slitted catlike eyes as well. Every few generations these features would pop up in the females of the bloodline and they would also be granted powerful magical potential. Unlike what some here believe, her features do not come from her mutation, but her ancestral lineage. She's had this look since birth.
Ororo comes from a long line of African Priestess and Sorceress. Many have been Queens, Gods, and Sorceress Supreme, and have been known to manipulate the weather. This is also part of the reason many worshiped her as a goddess in Africa, as her features are from an age old unique look that has been known to exist throughout the spawning of mankind. And they are all known to be very powerful benevolent beings.
There are a few instances of characters who have traveled back in time and have come across a woman of that time period who have looked completely Identical to Storm many times removed. So her features are quite unique and important from where she came from, and it goes way deeper than her mutation.

Was the thing about people traveling back in time and seeing a woman they mistook for Storm in the comics? I'd love to read about it.
