If they'd just had a photographer walking around, I might have thought otherwise. But they pretty blatantly introduce him without letting him give his name, which is a classic way of calling attention to the cameo of someone they can't actually name without getting into legal trouble. (This was back when Sony had ownership of Spidey's TV rights, after all.)
Besides, it's a brown-haired freelance photographer in the Marvel Universe who hangs around with Johnny Storm. Who the hell else is it gonna be?
