Richie and Rick weren't the same people

Some people seem to be under the impression that Static's gay friend Rick from the comic book is Richie from the TV show. I can see where someone might think that, but Rick Stone actually appeared on Static Shock. In the episode "Army of Darkness" he's the character "Tech". I guess someone wanted to make it very clear that Richie Foley was not occupying Rick Stone's place in the universe.
Rick was gay and I suppose they thought that was too rough for the Kids WB (But racism and gun violence aren't, right?), so Rick wasn't an integral part of the show like he was in the comic.
A LOT about the comic is too much for the children's television hour. The comic fans will never forget the horrific death of Freda's boyfriend. I can't even imagine that being presented on the cartoon. -

"Tech" was a horrible ode to Tech-9 from the Blood Syndicate. I think all the characters who were with him in that episode were supposed to be. Brickhouse and vomit Fade were also poorly represented. Even for a kids show, they didn't have to change their looks that much.

It turned out that Frieda's boyfriend (Larry Wade) was a drug dealer and he was shot while Static was trying to take care of his partner Dusk, who was shot trying to protect Larry. By the time Static got back to him he was already dead. Very moving issue.
