For me it was a tie between Sandra Hess' performance as Viper and Director Pincer and those bureaucrats who followed him around, the ones who just stood there, nodding silently in agreement.

By far the lamer in the beginning who gets shot. Was his name Clay?
Is there any reason why keeps repeating those lame quotes. "It's not for us to question why but do and die" Then when he gets shot he says something about rock&roll and you can't help but to laugh at his dumb ass getting shot.
The second most comical thing in this movie is the robot dupe of himself that Hasselhoff seems to literally pull out of his ass when he needs it.
