How about Dan Aykroyd?
Even though he is mostly known for comedy and BB2K sucked, I think he is underrated for small, dramatic roles like he had in Driving Miss Daisy.
And for straight up comedy I like
John Candy
and
Leslie Nielsen.

Nice list…I would've said a few of those and I agree with OP's mention of Ryan Gosling.
I'm not sure if Jodie Foster counts, being that she was born in the US, but I think her family is Canadian and where she mostly lived.

I couldn't find any info on her parents nationality, but says she was raised in Los Angeles by her mom.
I'm only aware of The Little Girl Who Lives Down the Lane as being Canadian.
Maybe you're confusing her with another actress. -

She was born in California, maybe spent time there making films and TV shows, but I do think her brother wrote much about her and living in Canada.
She has also lived in France and was very fluent in French from a young age.
'Echoes of a Summer' and 'The Blood of Others' are also among the Canadian films she acted in.

Yeah, she started learning French at a young.
From wiki:
Foster was a gifted child who learned to read at the age of three.[10][14] She attended the Lycée Français de Los Angeles, a French-language prep school.[14] Her fluency in French has enabled her to act in French films, and she also dubs herself in French-language versions of most of her English-language films.[
I think her brother was referring to time spent in Canada while she was filming. She was far too active making film/TV shows in the USA to live in Canada.
