I don't know about now but back when he was younger he might have made a decent Commissioner Gordon.
As others have pointed out Harrison doesn't have a broad range. I love the guy but he seems to play the same character in all his movies.
However the closest villain he could come to as a younger man would have been "Two-Face".
Anyone seen my laptop?

When it comes to Villains, I think that He would be Pretty Good as "Rupert Thorne".
