          Because humans can build perfect hydrants. 🥸
          Water pressure, overuse caused Water Hydrants to fail.
          🌊🦋🔥🔥🔥
          No air support possible (winds) meant immense pressure on the hydrant system,
          which simply wasn't designed for the volume of fire we're seeing in Los Angeles.

                      Nobody can really prepare for such
                      blasts

                      Yah, the hydrant system needs an upgrade (who pays?).
                      And some other mistakes need to be discussed.
                      But that's out of the box:

                      Btw. the evacuation measures were very good and effective.
                      With around 130,000 refugees and the extent of these terrible fires, the death rate (currently 24) is relatively low.
                      It may sound cynical, but that's a very good, if still sad, result.

                          But who exactly?
                          The city of Los Angeles because it's their fire hydrants?
                          Or the state of California because it's also about forest and coastal protection?
                          Or the USA because it's a national jurisdiction?
