Hands down. She should have played Arwen over Liv. She's just a better actress and she and Liv could play sisters and pass. (With Anne Hathaway as Lthien who is awesome and looks like both of them!)
Alternately she can play Melian in the Silmarillion.

Kate would have been JUST as ethereal and she's actually a good actress.
Liv's voice was so forced and breathy and she's incredibly overrated. Her crying was so over the top and ridiculous when Elrond was telling her of Aragorn's impending death. It absolutely KILLS the emotional impact of the scene for me because she's such a blubbering, goofy mess. -

That is her personality to a tee as herself. She plays it well cause that's how she is naturally. But she absolutely has the acting ability and range to do a fabulous job. Stonehearst Asylum isn't a good flick but she is great in it and it shows exactly what I'm talking about.

And sweetness important but not the most important of Arwen's qualities as a character. Peter and the ladies had a chance to fill her out as a strong woman but they didn't. It wasn't helped at all by Liv's wishy-washy performance. So I can't lay the blame all on Liv.
