Why are the roads in Africa not paved? They don’t know how?

There are plenty of roads in the world that aren't paved.
The problem with Africa is that local government wants a cut of the money before anything is done. If a business wants a paved road they have to pay for it, and that will require a government permit, and it will have to be sourced locally - at a higher price. And the staff will have to be local and trained up to use it. And it will require security otherwise it will get stolen. And the security will have to be local and trained up too.
So on and so forth.
It's not the entire continent but it is the vast majority of it. And all the money that's been put into get all those countries where they are today…has vanished.
Go figure!

Experience has taught me that white men did build many of the roads in Eastern Africa
These days it is African men working for Chinese companies who are building the roads.
There needs to be lots more of them but there also needs to be better road safety too

It's not both. It's 65%. But of the 65% of paved roads in the United States 94% percent are paved with asphalt. It's not difficult to understand. It just takes some basic reading comprehension.
