Yes, I heard that too. I think Blessed and Ridley Scott have known each other for years, as Ridley started out directing Z Cars. One wonders whether Blessed was on hand just in case they decided they didn't have enough Oliver Reed footage as a replacement Proximo.

It was actually the late David Hemmings who had the uncredited role in Gladiator where you hear him announce the fight in the arena.
He also had some dialogue with Oliver Reed's character shortly before this scene. -

David Hemmings does the announcing, sure. But the shout of "Maximus the merciful" isn't his voice (and there's no indication that it's meant to be Hemmings' character - it's apparently an anonymous member of the crowd). If it wasn't Blessed it was a great impersonation.
But he doesn't appear on screen.
