Okay I know her looks changed somewhat between the 80s and 90s but her mouth and lower part of her face looked so different from lets say Body Heat and Serial Mom. Especially the mouth and the smile. Did she have some kind of Plastic surgery

no she has never had any type of plastic surgery. during filming of Serial Mom she develpoed RA and began taking steriods and her face changed slightly, although age certianly plays a factor in the situation also, many actresses opt for botox and Kathleen has not so her face has aged over the past 20 years.

She's heavily medicated. A lot of times, you'll see a kinda slack look to the lips and lower jaw in habitual drug users. I'm not calling her a junkie, I'm just saying that certain medications/drugs seem to have that effect

She clearly had a slight overbite in "Body Heat", which seems to have been corrected by the time she made the two movies mith Michael Douglas (Romancing t S. /Jewel o. t. Nile). I'd say she had (to put it plain) her teeth straightened, no big deal. Looked fine, the work seemed to have been subtle and expertly done.

              No she hasn't!
Well only stuff required. She broke her nose doing a stunt on VI Washowki or Undercover Blues on of the two she had to have some corrective surgery for that other than that no no she hasn't. She has Arthritis and has had to take over the past 15 years copious amounts of steroids and various other medication to cope with the pain. Who knows if she take recreational drugs if I had to live through that pain I would! Either way that's made her look like she does today.
On top of this during her divorce she became an alcoholic and was drinking ALOT every day, being an alcoholic causes your blood vessels to swell making your face puffy.
There's an amazing British documentary called Shrink Rap which goes in depth into everything, also her autobiography Send Yourself Roses gives an amazing insight into her life. I'm currently reading it now and it's a fantastic book.
The moral is don't be an ignorant idiot! Assuming something you know bugger all about.

I think Kathleen was in NYC, close to the World Trade Center towers, on 9/11. She was heroic as she commandeered water and supplies for rescuers. She applied the talent and intelligence evident in her performances to a real, horrible situation.
