The guy that played superboy during seasons 2 through 4 (Girard ???) used to seb68ll dvds made from the master tapes on his site.
Not sure if he still does. I think he might have been asked to stop by the lawyers. -

Superboy is in legal limbo (again). It took years to work out the rights to the DVD, but now things are stuck again because the family of Jerry Siegel, one of the original creators of the character Superman, are suing Warner Brothers about the rights to the character Superboy. Consequently, Warners have ceased for the time being to do anything with the character Superboy, even writing him out of DC Comics.

Wasn't ownership issues the reason it took so long for the 1st season to come out as well?
To answer your question, yes. In an interview with the Superman Homepage, conducted in early 2006, Ilya Salkind stated that the legal battle over ownership of the character was the main reason why the show was never re-syndicated or released to home video. From what I know, he's not involved in this current legal battle. WB owns the show and has access to all 4 seasons, spanning 100 episodes total. I'm pretty sure that the profits from the Season 1 DVD sales are split between Salkind, WB, and Viacom (the distributor of the show). The current legal battle involves WB and the Jerry Siegel estate.
Here's a quote from a poster from the Superboy messageboard, that gives an update on the current legal battle:
However, on the Superboy front, on July 27 an appeals court sided with WB on certain things, and overturned some of the decisions that had gone in favor of the Siegels. I don't know what the details of this ruling are, but it probably opens the door for later seasons of the series to be released. There is also a RUMOR that the Kon-El version of Superboy will be returning to the comics. -
