Austin was undoubtedly a huge wrestling star during the Attitude Era, but his stardom/popularity didn't extend much beyond pro wrestling.
Even countries where wrestling wasn't particularly popular knew who Hogan was because he was the face of the entire wrestling industry. He still is to many. It's similar to how people who never watched basketball knew Michael Jordan or how people who never watched boxing knew Mike Tyson. Like him or not, Hogan's peak made wrestling. He was the biggest draw before Austin started his career, and he was still a draw when his first tenure with the WWF ended. At his peak, hogan had his cartoon show "Hulk Hogan's Rock 'n' Wrestling", appeared on shows like Saturday Night Live and The A-Team. Stone Cold never even have a cartoon based on him or appeared on popular tv shows like Hogan did. Wrestling crowds in the 80's were very different than crowds in the late 90's during the Austin era. Hulk Hogan was 80s mainstream pop culture. If you want to see a "newer" match that shows how over Hogan was, watch Hogan vs. Rock at WrestleMania 18. It's like reliving the height of Hulkamania in one night. Also, Hogan is much more ingrained in pop culture (of course!).

You mentioned Hogan and The Rock, it's crazy that wcw was trying to put Kidman and Vampiro over him (hello Vince Russo). Hogan was an all-time unprecedented draw. At the time, statistical analysis suggested he was still a bigger draw than Goldberg; but they were still intent on phasing him out. Wild stuff.

And yet the Rock Hogan thing happened years later. He's Hogan. He's almost entirely responsible for wcw getting 83 weeks over wwf. Why? If it was in the main event, Hogan allowed it. He had veto power. You don't push some bum over him. Again, statistically still the biggest draw in the company.
