This is a joke she uses. It's even in the title sequence of her YouTube show. Midnight Snack or something
I think it's a parody on "The New World Order" stuff. Unfortunately, Roseanne buys into most conspiracy theories. "They, they, they" I think that she means well, but is incredibly susceptible to nonsense.
It must be from being so screwed up in the mind for so long. She seems so calm now thankfully.

Kinda looks like the photo, but now she looks great - seems objective and speaks clearly about politics. And if she's breathing, then her soul is intact.
