Actually, I think he looks a lot like Jon Cryer from Two and a Half Men. I liked the comment that he looked like a psycho Ned Flanders in Vacancy.

I don't see the Mark Wahlberg resemblance at all. I agree with Jon Cryer and Ned Flanders though.
Surprisingly I think he looks more like Alan Harper than Jon Cryer. That might sound strange since Jon Cryer plays Alan Harper, but Jon tends to pull unique faces when playing this character 1c84that make him look much more like Frank Whaley.
I keep seeing Alan Harper in that episode of House

I would say british actor Max Beesley.
I was watching a rerun of "Law and Order Special victims Unit" on USA today and
I thought to myself "Max Beesely rarely does American television (with the
exception of "Suits").
Then, I find that it was not Max Beesely at all but Frank Whaley.
