Tom has moved on to many sucessful things. He doesn't want to dwell on the past, he's had enough of it.
Imagine twenty five years later, people keep screaming at you, "What are you looking at, Butthead?" It would get old.

Actually he seems to be pretty grounded and has perspective on what the role meant for him, but has moved onto art, and a pretty successful stand-up career.
He also will no longer autograph any BTTF stuff, so at least he's not trying to milk that slice of fame he had, which is actually kinda refreshing.
His song about playing Biff, and the inevitable questions he has gotten for the past 25 years1c84, is pretty damn funny:
