    He was born in NYC, but, in his movies he had an accent, even when he was playing a gangster, and the son of a millionaire. I saw a movie he made called "My Lucky Stars", with Sonja Henie. He was a playboy, and his wealthy father was going to disinherit him.

      "My Lucky Star" was the first time I saw him years ago when I was a child..one of my favorite Cesar Romero movies..he had a slight NY accentbut he was a very talented actor so in every movie or TV show he did, he was able to adapt the accent according to the character he was playing..altho he was a Latin American, he never had a latin accent unless he was playing a Latin, such as in the 6 Cisco Kid movies he did in the early 1940s.

        Both his parents were Cuban. So he may have got a Spanish-type inflection from them.
