First off, in America (as in MOST countries now a days) you can NOT go by a last name, for many reasons.
As for being in "the tribe", such a "membership" is passed down via the mother and last names are usually taken via the father. -

Biblically there is no such thing as a Jewish Religion. Heathen and Gentile both translated words that mean Foreigner or Alien. Of course in English translations at least "Jew" appears in the Old Testament only in Esther. That is around the same time the idea of allowing "Prostyltes" to come in emerges. But those individual had to be Circumcised which ins Mosaic Jews Law is effectively becoming a Citizen of the nation, it's still not a religious concept as we'd define today.
This Rabbinic ideas of Jewishness being Materlineal is not Biblical either though, Biblically Tribal identity is defined purely by Pater-lineal ancestry.
