At first this seemed an unnecessary scene - put there for an easy laugh at the embarrassment felt by Tommy Lee Jones character. However, when the two characters meet again later in the diner it gives this second meeting a greater power than it otherwise would have had.

Indeed and I think she might have flashed on a dare, or maybe to shock him and see if he would get out of character I'd like to know.
Otherwise, indeed, nice for her age.
And yes, a little bit gratuitous, because, 16d0really, it's not like barmaids show their boobs like that.
