Every role that is all he plays is this little whiny stereotypical average character. Even when he's not complaining he still carries that pout spoiled face and comes off like he's about to go hysterical in complaining mode.

It's his "style"
But he is not always whiny, In J Kennedy Experience he was never as whiny as in the movies. I think people just want him to act whiny because that's how people expect him to be in tv shows and movies.
His serial killer in Criminal Minds wasn't whiny, he never talked, but his face still looked a little creepy and whiny
I think it's just his face.
