If an actress gets written out of a role on a hit network show because she's a troublemaker or has drug problems, she doesn't get to turn around and walk right into the female lead role on another network unless she's a big star, which German isn't.
If it was drug abuse and they had to write her off due to that, she might not ever work again (see Lisa Robin Kelly on That 70s Show).
It would also mean the showrunner is lying publicly when he discusses German's exit from the show and describes it as a creative decision and describes the reasons for killing off her character. -

I've never seen her in anything but Lucifer. I feel like they chose her because of her strange looks. She has the look of someone who would be a devilish seductress, and yet in Lucifer she plays someone completely straightforward, who is immune to Lucifer's charms. Every episode I think she'll be revealing her true self.

You should watch the first 3 seasons of Chicago Fire. Her appearance was pretty much normal looking on that show. On Lucifer, it's possible that they're using this eye makeup to distinguish that she's 'different' and hence, why Lucifer can't glam her.

I noticed it too, and I figured it was red eyeliner.
I can't get over how pretty she is, and she doesn't look her age at all. I highly doubt she does drugs, because it ages youand I don't see that with her. -

I don't think many people on IMDb even know what conflating means.
I do know people in rl who look like that. In fact a 6 year old girl in the class I was an assistant in had very similar under-eye issues. Everyone used to comment on it. When I was younger people used to say I was pale and my eyes looked sick. I was perfectly healthy.
However, I do think they play it up on purpose with her.
