I don't think so, not directly. They could theoretically be able to sway the executive branch to make some moves and ensure his appearance, but that's not happening under this administration.

If we are talking about regular criminals here then In most cases between the US and UK they would have no trouble handing over criminals who have been to America and ****ed with the law or vice versa. UK and US have no need to play political dick measuring games with each other.
Andrew is still a member of the Royal Family though, it would further besmerch the nation if his fate was getting ass ****ed in a dusty sandy Arizona prison cell by the brotherhood.

He's garbage,but I'm also concerned that Congress has way too much power if it can compel a foreign citizen not in the usa to testify. Will a uk court actually enforce a non judicial subpoena against one of its citizens?
