cuse and lindoff requested cynthia to return to finally wrap up libby's storyline but she refused until further notice because shes too busytip-if you kill someone they are probably going to be reluctant to work for you.

OR: maybe if you, Damon, unceremoniously kill them off, they will go out and try to get another job, (you know, to feed their family?) and then being contractually obligated to that job, they might not be able to leave it to return to the island just because you, Damon, on a whim, decide you'd like them to make sudden part-time reappearance.

they had their chance to finish her story when they brought her back in season 4, instead they had her stand around holding bedsheets like an idiot. Their fault, not hers.

The plan was to finish her story during season 4, that's why she appeared in Meet Kevin Johnson. Unfortunately when the WGA decided to strike, Damon and Carlton had to cut storylines out of the show. Libby's was unfortunately cut as were flashbacks for Chalotte, Frank, Miles and Daniel
